APALCE Voices Editorial Policy

APALCE Voices (ISSN: 3140-4502) is a public-facing editorial platform operated by the Asia-Pacific Association of Language, Culture and Education.
This policy explains how articles are selected, reviewed, edited, published, corrected, and, where necessary, withdrawn or removed.
1. Editorial Purpose
APALCE Voices aims to publish accessible and responsible English writing that promotes understanding of language, culture, education, and everyday life across the Asia-Pacific.
The platform supports contributors in developing curiosity, accuracy, respect for evidence, awareness of readers, and responsible public communication.
APALCE Voices is not a peer-reviewed scholarly journal and does not confer academic publication status, professional journalist status, or certification of language ability.
2. Editorial Independence
Editorial decisions are based on:
- Relevance
- Originality
- Authentic authorship
- Accuracy
- Clarity
- Reader value
- Respectful communication
- Copyright and permissions
- Privacy
- Safeguarding
- Available editorial capacity
Membership, programme participation, donations, sponsorship, personal relationships, institutional position, or payment do not guarantee favourable treatment or publication.
Programme instructors do not make final publication decisions solely because they taught or advised a participant.
3. Initial Screening
A submission may be declined at the initial stage when it:
- Falls outside the scope of APALCE Voices
- Does not meet the eligibility requirements
- Was not written in English by the contributor
- Shows evidence of ghostwriting, undisclosed translation, plagiarism, or prohibited AI use
- Contains unreliable or fabricated information
- Creates an unresolved copyright, privacy, or safeguarding concern
- Requires a level of rewriting that would replace the contributor’s authorship
- Is primarily promotional, defamatory, discriminatory, or otherwise unsuitable
APALCE is not required to provide detailed developmental feedback on every declined submission.
4. Editorial Review and Revision
Editors may comment on:
- Focus and relevance
- Structure and organisation
- Clarity
- Evidence and sources
- Interview and quotation accuracy
- Tone and respect for readers
- Language and expression
- Privacy and safety
- Title, headings, and summary
A request for revision is not an acceptance decision. A revised article may still be declined.
Editors may set reasonable conditions for revision, verification, shortening, anonymisation, or removal of material.
5. Limits of Editorial Assistance
Editors may:
- Correct basic grammar, spelling, punctuation, and formatting
- Suggest changes to structure and clarity
- Ask questions about facts, sources, and permissions
- Identify language that may be unclear, misleading, or harmful
- Recommend shortening or reorganising a passage
Editors do not:
- Write an article for a contributor
- Translate a complete article
- Invent facts, experiences, interviews, sources, or quotations
- Replace the contributor’s views
- conceal plagiarism or AI authorship
- Guarantee publication after revision
When the necessary editorial intervention would substantially replace the contributor’s writing, the article will normally be returned or declined.
6. Authorship and Contributor Responsibility
The named contributor must be the person who created the article’s ideas, observations, reporting, research, and English text.
The contributor remains responsible for:
- The accuracy of factual claims
- The authenticity of personal experiences
- The proper use of sources
- The accuracy and consent of interviews
- The disclosure of assistance
- The legality of submitted media
- Reviewing the final edited version
For a minor contributor, the parent or legal guardian acts as the responsible representative but is not named as a co-author unless they made an independent and substantial authorial contribution that has been declared and approved.
7. Generative AI and Technological Assistance
Generative AI must not replace the contributor’s thinking, research, observation, interviewing, or English writing.
Permitted and prohibited uses are defined in the Submission Guidelines. Significant technological assistance must be disclosed.
APALCE may request drafts, notes, sources, or document history. An article may be rejected, corrected, labelled, or removed if authorship or AI use has been misrepresented.
APALCE does not rely on an automated AI-detection score as the sole basis for an editorial decision.
8. Accuracy and Verification
Editors may verify names, dates, sources, quotations, links, statistics, and other material claims.
Publication does not transfer responsibility for accuracy from the contributor to APALCE.
Where evidence is insufficient, APALCE may request a revision, qualify the claim, remove it, postpone publication, or decline the article.
Anonymous allegations, accusations of misconduct, or statements likely to harm an identifiable person require exceptional justification and prior editorial approval.
9. Respectful and Safe Content
Articles must respect cultural, linguistic, religious, social, political, and individual differences.
APALCE may edit or decline material containing:
- Discrimination or dehumanising language
- Harassment or personal attacks
- Unnecessary identification of a vulnerable person
- Graphic or age-inappropriate detail
- Unverified allegations
- Instructions that may create a material safety risk
- Content likely to expose a minor to harm or unwanted attention
Editorial concern about safety takes priority over completing or publishing an article.
10. Conflicts of Interest
Contributors should disclose any personal, financial, institutional, or professional interest that may reasonably affect the article.
An editor with a close personal, supervisory, financial, or institutional relationship to a contributor should not make the final decision alone.
Where possible, the article will be referred to another editor.
11. Final Approval
Before publication, the contributor receives the final edited version.
For a minor contributor, the parent or legal guardian also reviews and approves:
- The final article
- Publication name
- Contributor biography
- Images or other media
- Agreed promotional use
No article is published until the required approval has been received.
12. Copyright and Publication Licence
Copyright remains with the contributor.
Upon acceptance, the contributor grants APALCE a non-exclusive, worldwide, royalty-free licence to edit, publish, reproduce, archive, index, and promote the article in APALCE media within the agreed scope.
APALCE may preserve an archival copy of published content and related consent records. Any reuse outside the agreed scope requires additional permission where applicable.
13. Corrections
APALCE welcomes good-faith notification of material errors.
Corrections may take the form of:
- A silent correction of a minor typographical or formatting error
- A dated correction note
- A revised paragraph
- An editor’s note
- Replacement or removal of media
A correction should not conceal a significant change in meaning.
14. Withdrawal, Retraction, and Removal
Before publication, a contributor or adult representative may request withdrawal.
After publication, APALCE may correct, anonymise, restrict, retract, or remove an article when there is:
- A significant factual error
- Misrepresented authorship
- Plagiarism
- Fabricated evidence or quotations
- Undisclosed prohibited AI use
- Copyright or privacy infringement
- A safeguarding concern
- A legal obligation
- A serious breach of editorial policy
Removal from the public website may not eliminate copies already indexed, cached, archived, quoted, or shared by third parties.
15. Complaints and Requests for Reconsideration
A complaint should identify:
- The article or submission
- The specific policy or factual concern
- Relevant evidence
- The requested remedy
Editorial disagreement alone does not establish a policy violation.
APALCE may reconsider a decision where relevant information was overlooked, a procedural error occurred, or a material factual issue has been raised. Reconsideration does not guarantee a different outcome.
16. Sponsorship and Promotion
Sponsorship, partnership, advertising, programme fees, and membership income are kept separate from editorial acceptance.
Sponsored or partner-supported content must be identified clearly.
APALCE will not knowingly publish undisclosed advertising as independent editorial content.
17. Policy Review
APALCE may revise this policy to reflect changes in editorial practice, technology, law, or safeguarding requirements.
The effective date of the current version will appear at the top of the page.
